SUMMARY:

The Child & Family Service Manager ensures the safety of Prairie Band Potawatomi children that are in or in need of Tribal custody. This position provides direct supervision of Social Worker/Case Worker, Family Support Worker, Independent Living Coordinator and IV E Project Coordinator. Supervise the following services:  Foster Care Placement/Adoption, Child Protection /CINC, Family Preservation, Independent Living, ICWA compliance and the development and application of the IV E Funding and ensures policies and procedures are up to date and followed.

ESSENTIAL DUTIES:

  • Overall management for short and long term objectives for the Child & Family Services including: case management, treatment planning, court reports, staff performance evaluations, etc.
  • Provide Social Services Administrator with monthly, quarterly and annual reports on programs/grant reporting requirements.
  • Oversee and report the monitoring of program budgets, inventory and expenditures.
  • Monitor CPS investigations, training and supervision of case management, ongoing services as needed.
  • Provide direction and weekly supervision to team members as it applies to policy and procedures.
  • Review the screening of new cases in determines the appropriateness for agency services
  • Review court reports prior to submission.  Attend court hearings when possible.
  • Supervise the recruitment and approve Native American Family Foster Homes.
  • Partner with state child placing agencies   as it pertains to the care and welfare of the Nations children and families
  • Assist in providing the coordination for Foster Parent training and TIPS-MAPP training.
  • Oversee the development of emergency after hour services. Be reachable by phone 24 hours a day for services after hours when needed.
  • Assist in the installment and use of electronic records for program records.
  • Ensures that all required data and files are maintained to meet regulatory needs of outside agencies to include, applicable State, Federal, Tribal Codes, and BIA requirements.
  • Assist in the ongoing development and implementation of IV-E funding.
  • Attend Bureau of Indian Affairs (BIA) meetings and U.S. Department of Health and Human Services meetings as required.
  • Monitor staff training to address learning goals and obtain necessary Continuing Education Development for all team members.  
  • Works closely with the Prairie Band Potawatomi Tribal Police, local law enforcement, Tribal and state courts, other Social Service Programs, and community partners as applicable.
  • Assists in updating tribal codes as necessary relating to child welfare issues.
  • Evaluates effectiveness of services provided by the Child and Family Services Program.
  • Assures program policies and procedures are followed.
  • Work with other Social Service programs to ensure coordination of services for the members needs.
  • Ensures appropriate follow-up with other office/departmental requests for the exchange of information with agencies, departments and individuals for the coordination of care.
  • Assigns and reviews work for direct reports.
  • Informs and consults frequently with the Social Services Administrator regarding program activities, issues, concerns and to seek guidance and direction through weekly supervision with the Social Services Administrator
  • Establishes schedules and sets objectives for the program.
  • Be responsible for oversight of and/or be Social Security Representative payee for Nation's children.
  • Appraises employee performance.
  • Recommends hiring and discharge of employees.
  • Attend required CEU training to maintain Social Work license.
  • Assist with developing, updating and implementing current policy and procedures.
  • Directly supervises five (5) employees, which includes but is not limited to assigning and reviewing work, instructing, training, establishing schedule, setting objectives, recommending hiring and disciplinary action.
  • All other duties as assigned.

MINIMUM REQUIREMENTS:

  • Licensed Masters Social Worker (LMSW)
  • Two years of managerial experience with knowledge of current Child Welfare issues
  • Valid driver's license and be insurable with the Nation's insurance
  • Valid license issued by the Kansas Behavioral Science Regulatory Board
  • Ability to manage multiple projects simultaneously.
  • Must possess the ability to maintain an effective working relationship with employees, vendors, Prairie Band Potawatomi Nation and other agencies.
  • Must possess professional work ethics, manner, and appearance.
  • Must possess ability to communicate professionally; both orally and in writing a service-orientated approach, sometimes in stressful circumstances.
  • Must be reliable, punctual and dependable in order to meet the needs of the department and Prairie Band Potawatomi Nation.
  • Must possess the ability to operate general office equipment, including but not limited to:  10-key calculator, telephone, computer and operating systems, computer software programs (Microsoft Office programs), fax/copier machine.
  • High level of interpersonal skills to handle sensitive and confidential situation and documentation.
  • Ability to maintain high level of confidentiality.
  • A record of satisfactory attendance and performance in all prior and current employment as evidenced by positive employment references from previous and current employers.

PREFERRED:

  • Licensed Masters Social Worker (LMSW).
  • Five years of managerial experience with knowldge of current Child Welfare issues and Tribal and Grant requirements.

  • Daily vicarious exposure to other's physical and emotional trauma experiences can have severe and lasting effects on workers.
